I posted this here in hope that someone other than me would answer it,
but since nobody did I asked behind the scenes:

The turtle boards are part of a larger order, lumped in with some
proprietary boards to make manufacturing them cheaper (volume discount),
and those proprietary boards aren't ready yet, so the whole order is
delayed until they are.
